Fighting organized crime through civic engagement and social reuse

ENGIM Albania is an active partner of CHANCE (Civil Hub Against orgaNised Crime in Europe), a European network of civil society organizations, movements and activists united in the fight against organized crime, mafias and corruption. Founded in 2019 under the leadership of Libera. Associazioni, nomi e numeri contro le mafie, CHANCE promotes transnational cooperation, equity and solidarity across Europe.

Our Role in CHANCE

Since joining the network, ENGIM Albania has contributed to building a European response to organized crime by connecting youth empowerment, social entrepreneurship and civic resilience. Our work focuses on transforming confiscated assets into opportunities for vulnerable communities, proving that what was stolen can be returned to society with purpose and impact.

We bring to CHANCE our decades of experience in vocational training, social inclusion and community development, strengthening the network’s capacity to engage young people as active agents of change in the fight against illegality and corruption.

CHANCE’s Six Priorities

The CHANCE network operates across six strategic areas that guide our collective action:

  1. Education: preventing crime through awareness and fighting mafia stereotypes
  2. Justice: seeking justice for victims of organized crime
  3. Awareness: increasing knowledge about criminal networks and illicit trafficking
  4. Social Reuse of Confiscated Assets: promoting public and social reuse of assets seized from mafias
  5. Anti-Corruption: promoting transparency and civic participation
  6. Cooperation with Institutions: strengthening ties between civil society and public bodies

What We Do

Training & Knowledge Exchange: We host and co-organize CHANCE training sessions that bring together civil society organizations from across Europe. In September 2025, we hosted the CHANCE Training Plan session in Tirana, focused on “Social reuse of assets and youth employment: the social economy as a shield against criminal infiltration“. Participants explored how confiscated, abandoned or underutilized assets can become engines for youth employment and community resilience.

EU Youth in Power: ENGIM Albania is a key partner in the EU Youth in Power project, coordinated by Libera and CHANCE. The project strengthens inter-associative cooperation among youth-focused organizations, aligns the needs of young Europeans with practical tools for social action, and facilitates the transfer of knowledge on youth-led civic initiatives across Europe.

Advocacy & Capacity Building: We contribute to CHANCE’s advocacy work by promoting a culture of legality, transparency and civic participation through our educational and training activities. We strengthen local civil society organizations’ capacity to engage with confiscated asset management, social entrepreneurship and youth empowerment initiatives that align with CHANCE’s six priority areas.
